Following the conclusion of the Treaty of Paris that formally ended the Revolutionary War, Robert Livingston, Secretary of Foreign Affairs under the Continental Congress, recalled Dana and focused on formalizing diplomatic relations with other European powers.ġ790: Establishment of Russian Outposts in Russian America Nevertheless, while in Russia, Dana worked as a private citizen to build support for the American cause, and to dispel Russian fears that the new United States would become a trading rival. Diplomatic ties to Britain prevented the Russian Government from accepting Dana's credentials. ![]() Although Dana arrived in August 1781, he left Russia in August 1783 without ever receiving formal recognition from the Russians. John Quincy Adams served as translator for this Dana Mission to Russia.
